A. Expanded District Governments - A New Lower Council of Rings
1. Strengthening Family Ties with Homesites
Colin Powell was asked by Larry King how to fix [North] America's social problems, especially that of crime. Powell said that the traditional family needs to be revitalized. The family as the basic unit of society is accepted by respected leaders everywhere.
The objective then is to build a society that strengthens family ties. One way is to ensure that every family have a secure "home refuge". There are two types of homes; single and multi-family.
However, "multi-family home refuges" is a contradition in terms because of crowding. Single family homes, HOMESITES, will dominate the future. These are homes with with residential & garden lots.
2. A New "Hamlet Level" of Government for Homesites
Canada has three levels of government; federal, state & municipal. "Homesiters" can strengthen their hand via a fourth HAMLET LEVEL; each one hundred HOMESITES becoming a HAMLET [FIRSTATE_TAT4E1].
Each homesite will have two votes cast by ELDERS electing RINGORS to hamlet rings; equivalent of municipal councillors & councils. Every hamlet will have up to seven ringors including chairperson, secretary & treasurer. In addition, there will be a RINGMASTER.
The latter may be elected by popular vote or by ringors to attend a LOWER COUNCIL [meeting monthly]. An example is Delta District, British Columbia, the current Council becoming the UPPER CHAMBER.
3. An Example "Relevant" Bylaw - Homesite to "Multi-Family"
Recently, an A-Frame house at 1260 55th Street, Highlands Hamlet, Tsawwassen was demolished. Everything was smashed into rubble, including drywall, cedar ceiling, windows, cedar siding, etc.
A giant shovel like those used to trash other houses, and evidently the Spedifore Barn, was used. The A-Frame was supposed to show how hamlet elders, rings, ringors & ringmasters will operate [TAT4E1]. A Highland Ring would be elected with rights to receive reports about any multi-family dwelling replacing a single family residence. Ringors and ringmasters will be custodians of civilization; preserving genuine home refuges for the people.
The ringmaster would then present the A-Frame's case to the Lower Council. The latter would have the right to preserve the house via a simple majority vote; overriding the Upper Council's decision.
4. Need for a Lower Council
Delta District has almost 100,000 residents yet there are only seven elected councillors and mayor. Clearly there is a need for more representation - via the Lower Council. It could hold public hearings which must be tape recorded; T-MINUTE tapes kept forever.
A strategic problem now is the Clerk paraphrasing speeches instead of making verbatum extracts. Meaning is lost in these paraphrased minutes of hearings & meetings. Since Council's tapes are recycled every two [or so] weeks who said exactly what is lost to history.
T-Minutes are raw data transcripts, transcribed onto computers. Here, they become electronic E-MINUTES which printed become P-MINUTES [PET system]. Thus, instead of paraphrasing speeches the Lower Clerk will present exact excerpts for academic integrity.
Rather than paraphrased speeches being "approved" by council, only a few exact key transcripts from each speech would be approved. Raw T-minutes must be kept forever irrespective of their legality.
5. Flawed Current Procedures for Passing Zoning Bylaws
The Municipal Act requires hearings for zoning bylaws. The example was the A-Frame "disappeared" for apartments. Here, a hearing is held first - people "... afforded a reasonable opportunity to be heard.... a written report ... being ... fair & accurate...."
Lower councils were invented because of inadequate public hearings. In the A-Frame example the hearing was from 7:03 to 9:50. This was less time than alloted, however, the Mayor still cut off questions.
One question was about drywall disposal, another about trees on easements. A third was about a pro-development petition involving homes owned by builders. Each "no" side speaker had one say; could not ask subsequent questions thanks to the Mayor's quick rulings.
Another reason for a lower council is the current one's apparent disregard for a majority. The developers presented an eighteen name petition and fourty-nine "yes" letters. Yet, the "no's" had a seventy-eight name petition along with sixty-four form letters.
However, at third reading there was no attempt to analyze data. Instead
a councillor summed up: "There has been overwhelming uh there hasn't been
overwhelming support for this project."
6. Solving Housing Problems with the Lower Council
The Council's excuse for homesite destruction was housing for seniors. Yet, they cited no studies forecasting seniors' needs; it was all conjecture. An important role for rings & the lower council will be planning seniors' housing via public hearings.
Then, everyone will know what type of housing seniors actually prefer. These "refuges" can be built instead of the multi-family houses that councillors & developers surmise seniors really want.
The "population bomb" makes housing a "life & death" issue world wide. Rings & lower councils will be on the front lines in this war against mindless human crowding via multi-family dwellings.
This explains the need for exact excerpts of lower council hearings. With explosive issues people have the right to be heard and also the RIGHT TO BE RECORDED EXACTLY. This is rather than being paraphrased, others reading what a clerk feels appropriate.
B. Rights & Responsibilities for Rings & Lower Councils
1. Public Hearings & Homesite Preservation
The first right of rings will be to hold public hamlet hearings. They may accept reports, etc. and listen to residents' speeches. Secretaries are expected to tape these meetings, minutes being verbatum excerpts - "speech fragments"; not paraphrased ones.
The second right will be homesite preservation via lower council ringmasters; blocking zoning bylaws presented by upper councils. Lower councils will be responsible for hansards; E-minutes of hearings and meetings distributed via computer communications.
2. Hamlet Demolitions
Another right concerns the inspection of homesite demolitions; the A-Frame with two walls of drywall as an example. First, the house was trashed and then smashed drywall pieces picked out. Two piles of it were made but the first quickly disappeared; depris on top.
The second pile was put in the shovel, disappearing too. There were no inspectors to observe supposed recycling. No truck left the site with only drywall. No municipal car followed the truck that did leave the site. Delta doesn't know what happened to it.
There have been a few Tsawwassen houses, many throughout British Columbia, trashed for apartments or larger homes. The A-Frame reveals the state of the art "smash & pick" recycling technique. Evidently, drywall as an environmental hazard is a joke to many.
This problem is addressed by giving hamlet ringors RIGHTS TO TRESPASS. They may walk onto properties to observe building demolitions within hamlets. They may make notes on the properties, writing reports later for presentation at public hamlet hearings.
Hamlet governments are moral authority only. A ringor cannot tell a developer to recycle drywall properly; ringors cannot force anyone to do anything. Only ringmasters acting together in the lower council will be able to pass local municipal laws & bylaws.
3. Self Regulating Hamlets - Ringors' Rights to Trespass
a. Animals versus Developers - Souls & Anti-Souls
Multi-family dwellings drive out local wildlife and leave little space for domestic animals. This is great for bureaucrats since "animal problems" are almost completely eliminated. Wildlife made homeless simply goes elsewhere to die of starvation, disease, etc.
A good example of abuse is the East Coast United States raccoon. Normally, this animal avoids rabies carrying rats which follow humans into new developments. However, overcrowding has forced rats & racoons into the same space; the result being rabid coons.
Rabies is moving into Canada because of neglect. Now, ordinary citizens who feed these homeless, starving animals are even called evil - a twist to the Good Samaritan concept. The story is that a coon might bite a child who is more important than any wild animal.
Actually, children and animals are the same. Every child either has a soul or does not; every animal has a pre-soul or does not. Souls are superphysical golden light humanoids; pre-souls smaller, lighter versions. The latter give animals the ability to smile.
Summarizing, a child with a soul is more important than an animal without a pre-soul. However, a child without a soul is less important than an animal with a pre-soul. There are soulless children in the world now. Recently, two were convicted of murder.
The judge said to one: "Just because you have committed a horrible crime does not mean you are a horrible person". Wrong - this child is soulless - instead is Isaiah's last verse; an astral serpent.
They shall go forth and look upon the corpses of the men who have transgressed against Me. For their snake does not die and their fire is not quenched. They shall be an abhorrence to all flesh.
b. Ringors Inspect Dangerous Animal Sites
Civilization will become truly enlightened only after "the worm" is gone [CANADIAN ELECTRONIC CONGRESSIONAL INTERSTATE LIBRARY; CECIL_TAT2E2]. Then, wisdom will balance human & animal rights.
One way of achieving this is ringors' trespass rights. A man reported killing four rats in his house; dangerous because of an infant there. The problem was next door; discarded unwashed milk bottles in the yard attracted rats. There was even a rat's nest.
The Health Department forced a clean up. Here, a ring would fix the problem thanks to a good intelligence net. Hamlet residents will make notes about unwanted animals, submitting them to rings.
The latter will walk over properties where the animals are seen. Finally, the milk bottles would be located and notes made. A report to the hamlet would cause the neighbor to quickly clean up.
c. Age of Light & Life - Ringors' Reports as a Double Check
Hamlets address the "rat" issue by permitting rights of trespass for ringors. They may walk on any property, making notes about wildlife or anything else - including food and water stations.
Ringors' reports from notes will be available to elders, the latter releasing them for the "public safety". When rights to privacy and freedom of information conflict the latter will take precedence.
Future society will be OPEN BOOK, even people's finances being public. The principle is that honest people prefer to reveal their spiritual light. However, dishonest people hide behind "privacy".
Actually, once people become truly civilized ringors reports need only serve as double checks. People feeding raccoons, etc. will keep notes including amounts & type of food; data fed to computers.
C. Hamlets - Democracy via Computers
Hamlet government may appear evil. First is informants reporting about others [milk bottles, etc.] to rings. Second is trespass; property rights' violations. Third is the group picking on one.
That is, public censure is used to keep individuals "in line"; a subtle perverting of the democratic process. The scenario is slanted reports by corrupt ringors suppressing unbiased views.
The heart of future governments will be computers. The example is lower council speeches, etc. distributed as E-minutes [E-hansards]. The reason is computers make it hard for tyrants to seize power. Serpents operate best in secrecy, avoiding the glare of instant communications. Thus, hamlets will be computerized, corrupt rings easily exposed via the decentralization & diversification of nets.
D. Diversified & Decentralized Communications for Hamlets
The situation today is fine for instituting democratic hamlets. First, independent radio, television and cable companies are for audiovisual news. Next are telephone companies for voice & fax.
Finally are computer companies for two general types of networks; strategic and experimental. The first employs low power desktop computers for exchanging messages and simple text files. Examples of the latter are ring E-minutes and Lower Council E-hansards.
Strategic communications are accomplished with BULLETIN BOARD SYSTEMS [BBSs]; low power computers loaded with BBS software. People will connect to BBSs via phones/modems for basic text.
Companies dedicated to manufacturing strategic [so called obsolete] computers will ensure strategic hamlet BBSs flourish. Independent BBSs meet the "decentralization" requirement; the corruption of a few BBSs not necessarily influencing other honest ring operators.
"Experimental" computer companies will manufacture/maintain nets with all the bells & whistles; an example being the Internet. This is diversification; both strategic & experimental nets for hamlets.
Summarizing, there should be four independent groups of companies; broadcast, telephone and strategic & experimental computer. If one or two groups are corrupted others will continue with a free press.
Computers change copyright laws because text is so easily copied & distributed. Thus, the HONOR SYSTEM will be used. Reports, etc. may be copied without permission, however, authors must be cited.
E. Hamlets & Pre-Citizens
The next century's return to homesites means people will live close to nature. Recognition of pre-souls means there will be many more small, wild animals in hamlets; squirrels, raccoons, rabbits, etc.
A "Charter of Animal Rights & Freedoms" will recognize animal PRE-CITIZENS thanks to pre-souls. Even biologists will no longer call wild animals "pests"; the raccoon and coyote receiving respect too.
Now, hamlets are in perspective. They are supported by informer networks reporting about animal movements in order to balance citizens' & pre-citizens' rights. Ring trespass rights are also about balancing citizens & pre-citizens' rights & responsibilities. Summarizing, rings will be moral authorities acting as information collectors & distributors. Every hamlet will have a computer net and ringors will be responsible for maintaining and editing it.
Ringmasters will operate strategic networks too. They will collect information from hamlets, presenting material in lower councils. Here, it will become part of public domain electronic hansards.
F. Hamlets & the New United Nations
Hamlets will be similar to the NEW UNITED NATIONS [INTERIM NUN or INUN] since both will be moral authority only. Neither INUN nor hamlets will be able to tell people [except employees] what to do.
INUN will replace the United Nations; a Senate and House of Representatives instead of a Security Council and General Assembly. It will be primarily for distributing information. Hamlets & INUN will both support the free press via computer communications.
Hamlets are small meaning ringors will know residents personally. A ringor responsibility will be providing references for INUN politicians. Thus, INUN and hamlets will be mirror images; INUN officials reflecting the good sense of ringors via recommendations.
G. INUN & Hamlets - Border Crossings by Homeless Pre-Citizens
1. United States Squirrels Invade Canada
INUN is a wildlife organization saving pre-souls from distortion & destruction. Of special interest is international border crossings by animals - an example being Point Roberts, Washington, U.S.A.
Here, squirrels have been made homeless by clear cut logging. Animals have been crossing the border into Tsawwassen; Canadians feeding them. A problem is disease; squirrels known for rabies.
Another problem is who gets the food. There have been reports of rats in Tsawwassen; some may be eating supposed squirrel food. Bird feeders are part of this issue; rats known to eat from them.
2. Lower Councils & INUN's House of Representatives
Animals crossing international borders will be of special interest to host hamlets; reports filed with lower councils. Ringmasters will forward them to INUN, especially the House of Representatives.
The moral authority INUN will not pass laws; reports generating resolutions only. House resolutions must be adopted by the World Senate & INUN executive before becoming <OFFIC>ial proposit<IONS>. These OFFICIONS will be sent to relevant lower councils where they could be adopted. Of course, they would have to be approved by upper councils too before they became official district bylaws.
A theme of officions will be wild animal domestication programs; for example Tsawwassen squirrels and raccoons. "Domestication" doesn't mean tamed animals will live in homes like dogs & cats.
They will remain outdoors, befriended by people instead of ignored or killed. They will receive vaccines and medical attention when injured. In case of overpopulation, males could even be neutered.
An example officion might be quite general. Resolved that anyone feeding wild animals near an international border keep a log recording type and amounts of food eaten. The Delta District Lower Council might adopt this - specifying which hamlets need keep logs.
Ideally, anyone feeding wild animals should keep a log book - with observations of animals. This data would then be sent via computer communications to university wildlife biologists for publication.
Today, secrecy prevails with respect to the feeding of Tsawwassen squirrels for fear of animal abusers - not so in the future. Then, everyone will enjoy animals; men without souls vanished forever.
3. INUN for Videotaping Squirrels, Coons & Rats
INUN cannot tax anyone, relying on donations for support. Some of this money will be for grants to wildlife biologists. The latter's research/experiments would then be published in INUN journals.
Like hamlets, INUN will be for free information; unrestricted by privacy laws [at least regarding animals]. Thus, grant money could be used to establish & maintain video cameras at animal feed sites.
Tapes could then be broadcast via television stations. Biologists & others will monitor animals eating, watching for injuries & disease. This could even become an important hobby for retired folk; daily TV "soap operas" about real animals, not unreal people.
Once the planet is settled in "light & life" there will be no more war. Then, restricted spy technology can be used for domestication programs too. An example is infrared cameras for night animals.
This is how unwanted tempermental/diseased raccoons and rats will be eliminated. Detected by cameras they can be trapped and either released in distant wilderness areas, treated/vaccinated or killed.
Summarizing, citizens can rest easy; soap operas keeping retired people, etc. amused. They will sound the warning regarding problem animals. These can be dealt with quickly; harmony soon restored.
H. Hamlet Types - Unincorporated Conventional & Special
Normally, hamlets will consist of a single area of land, all [contiguous] homesites contained within; conventional hamlets. Obviously, there must be SPECIAL HAMLETS for REMOTE HOMESITES.
An example is northern Canada, wilderness homesites united into SPECIAL REMOTE HAMLETS; each hamlet within a large district. As usual elders would elect rings; ringmasters sent to lower councils.
Besides conventional & remote homesites, there will be EXPERIMENTAL ones. Here, new building, gardening, farming and even computer communications techniques, etc. - new lifestyles - will be tested.
These homesites will be united into SPECIAL EXPERIMENTAL HAMLETS. Again, each hamlet - conventional or remote - would be contained within a district. Elders would elect ringors and ringmasters as usual, the latter taking seats at conventional lower councils.
"Experimental" ringors & ringmasters would have the same rights and responsibilities as conventional ones. However, lower councils would recognize their hamlets as "special". They may make unusual provisions for them; special zoning and animal rights bylaws, etc.
I. Special Isolated Experimental Hamlets for Criminals
1. Canadian Charter of Rights & Responsibilities
Canada has a human Charter of Rights & Freedoms; flawed because it gives criminals the right to vote. Genocidal maniacs, etc. can even be elected to parliament. Clearly, a new Charter is needed.
This "Charter of Rights & Responsibilities" could recognize two citizen classes; GOOD & NOT GOOD. Only "good citizens" would vote. The "not good", criminals, would not vote or hold elected office.
2. Adults All Work - Forced Labor for Criminals
The Charter could also recognize that all adults are expected to contribute to the welfare of society. That is, all must work at something; art, science, commerce, labor, etc. [unless sick].
The requirement is universal meaning criminals will work too; forced labor. Examples are repairing/cleaning roads and mining. They will be paid so that upon release they will not be penniless.
There could even be SPECIAL ISOLATED EXPERIMENTAL HAMLETS operated by governments for criminals. Hamlets consist of residences on residential and garden lots; the latter for food growing. These hamlets would be similar; residences being RESIDENTIAL BARRACKS.
Criminals would live in these barracks and work in garden lots; BOOT CAMPS with an emphasis on food self sufficiency. They would grow their own fruits & vegetables for self-reliance & self-esteem.
Upon release, these new good citizens would have agrarian skills. They could have aquired other trades too; carpentry, plumbing, etc. They would be reintegrated into society as meaningful contributors; usefully employed as gardeners, farmers, carpenters, plumbers, etc.
J. Incorporated Hamlets - Assets for Services & Recreation
1. Land for Garden Compost
Hamlets may be incorporated with elders and other residents as shareholders; ringors becoming <H>AMLET-CORPORATION directors. These H-CORPORATIONS may own land, buildings, tools and equipment.
One reason for incorporation will be garden services for residents. As seen, each homesite will have a garden lot; each family involved in growing fruits & vegetables. The aim is to make families self reliant for enhanced self-esteem and to offset rising food costs.
One garden service will be composting. For example, now Tsawwassen homeowners are cutting lawns, etc. and placing green clippings in plastic bags. These are dumped in Burns Bog. This is wrong because valuable compost material is lost from the community.
Thus, "H-corporations" will make compost piles on land purchased by them; for example on vacant lots [below]. Composting is a science and this would be done with help from agricultural universities.
Ringors and health departments would inspect the piles regularly. They would ensure materials [vegetables, meat, etc.] that could be eaten by rats, etc. are not being deposited. They would watch for burrowing rats, etc. trapping and removing them whenever desired.
2. Land & Buildings for Garden Support
The strategic backbone of hamlets will be garden lots. Everyone, including children, will be expected to participate directly in food growning thanks to the Charter of Rights & Responsibilities.
H-corporations will provide support for gardeners by purchasing garden tools, workshops and even greenhouses. These will be shared by residents - with proper supervision from corporation officers.
The future will see multi-family dwellings dismantled [below]. Thus, lands formerly occupied by apartments could be used for tool storage, workshops, greenhouses and compost piles. They could even be subdivided into garden lots and sold to hamlet residents.
3. Land for Playgrounds & Wilderness Parks
Today, much outdoor recreation is oriented around playgrounds for team sports; baseball, soccer, etc. H-corporations may own playgrounds for this; a hamlet that plays together stays together. The idea is that team sports will help teamwork gardening, etc.
The future will see many more wildlife parks for the sake of pre-souls. Hobbies will be wildlife oriented; for example ecology, bird watching and animal domestication programs. As seen, one activity will be watching animals via video cameras & television.
Thus, besides playgrounds, hamlets may own wilderness parks. An example is vacant lots allowed to grow wild. Land upon which apartment complexes stood [below] could become wilderness too.
K. H-Corporations Dismantle Multi-Family Dwellings
1. Dismantling a Thirteen Unit Apartment Complex
H-corporations will not own homesites since the ideal hamlet is one where every family owns a "home refuge". A hamlet that owns homes contradicts the reason for the hamlet. However, H-corporations may purchase multi-family dwellings provided they are to be dismantled.
Hamlet residents would "reverse engineer" buildings, collecting all materials. This would include everything reusable from shingles to nails, etc. Materials would be stored on corporation lands, for example vacant lots, to be sold to hamlet residents or anyone else.
An example is the A-frame; a thirteen unit apartment now being built. Once finished, it will be purchased by the Highlands Hamlet and dismantled - carefully, piece by piece. Materials will be stored in the Town Center Mall parking lot next door - for sale.
2. Criminals Dismantle Apartments
As seen, "boot camp hamlets" may be used to house criminals. Conventional hamlets can be used for this too. Thus, courts could release low-risk criminals to hamlets for forced, paid labor.
Today, despite what some experts claim, crime is out of control. A reason is the plethora of apartments; evil people - astral serpents - easily hiding in these. Thieves, etc. have high mobility, moving between apartments and hardly even noticed.
Thus, convicted criminals could be used by hamlets to dismantle apartments. Most people will return to single family homes, making it difficult for evil men to hide. Hamlet residents may write reports about them, filed with rings for referral to the judiciary.
